Alcatraz Island Special Containment Center (AISCC), also locally known as Alcatraz, or β€œThe Rock”, is a high-security prison facility located on Alcatraz Island in San Francisco Bay. Recommissioned in 2020, with facilities to contain superpowered individuals, the prison claims to house some of the most dangerous and powerful criminals in the world.

History

Originally opened in 1934 as a federal penitentiary, Alcatraz Island served as a maximum-security prison until its closure in 1963. The island then became a popular tourist attraction and historical site for many years.

In 2020, in response to the rising number of superpowered criminals and the inability of traditional facilities to securely contain them, the federal government authorized the repurposing of Alcatraz into a supermax prison known as Alcatraz Island Special Containment Center, or AISCC. The facility underwent extensive renovations, including the implementation of advanced security measures tailored to counteract various superhuman abilities, and began accepting prisoners.

Controversially, management of the facility immediately transferred to Vale Correctional Services, a subsidiary of Envirotech, under an extended 30-year private contract. Several private security firms protested the move, citing a lack of transparency in the bidding process and claiming that the window for submission was unfairly shortened to provide Envirotech with an advantage.

Design and Facilities

AISCC features state-of-the-art security technologies, including:

  • Power Dampening Systems: The prison is equipped with advanced dampening fields that are effective at dulling the superpowers of inmates, preventing them from using their abilities to escape or harm others.
  • Reinforced Structures: Cells and containment areas are constructed with reinforced materials designed to withstand extreme physical and energy-based attacks.
  • Automated Security: The facility utilizes automated surveillance systems, including drones and AI-controlled monitoring, to maintain constant vigilance over inmates.
  • Specialized Containment Units: Inmates are housed in customized cells tailored to their specific abilities, ensuring they cannot use their powers to breach containment.

Operations

The AISCC is managed by Vale Correctional Services, a subsidiary of Envirotech. Staffed by highly trained personnel with expertise in superpowered individuals and containment procedures, the AISCC employs a multi-layered security approach. This includes:

  • Neutralization Technology: Cells and communal areas are integrated with technology specifically designed to suppress or negate the powers of various superhumans.
  • Psychological Evaluation: A team of psychologists and specialists analyze inmates to understand the nature of their abilities and develop personalized containment measures.
  • High Threat Task Force: A specialized unit of officers with enhanced abilities or advanced weaponry stands ready to respond to any internal disturbances or escape attempts.

Inmate Population

AISCC has a capacity of 213 inmates and Vale Correctional Services claims that the facility is equipped to house some of the most notorious supervillains in the world. These individuals are often classified as highly dangerous, and their abilities range from enhanced physical strength and telekinesis to advanced technological manipulation and elemental control.

Public Perception

AISCC is regarded as a necessary but controversial solution to the challenges posed by superpowered criminals. While many view the facility as a critical component of national security, others question the ethical and human rights implications of its operations.

Controversies

Since its reopening as a supermax facility, Alcatraz has faced several controversies:

  • Human Rights Concerns: Advocacy groups have raised concerns about the ethical implications of using power dampening technology, arguing that it constitutes cruel and unusual punishment.
  • Private Management: The decision to transfer management to a private company, Vale Correctional Services (VCS), has been met with criticism, along with allegations of cost-cutting measures that compromise security and inmate welfare. Additionally, while VCS claims it competed aggressively for the contract, several major competitors claim the bidding process was rigged.
  • Security Breaches: Despite its advanced security measures, there have been occasional security breaches and attempted escapes, raising questions about the facility’s effectiveness in containing superpowered individuals.
  • Isolation Policies: The prison’s strict isolation policies, designed to prevent inmates from collaborating or staging uprisings, have been criticized for their impact on inmate mental health.
